NLVCares Small Business Assistance Program

Thank you for your interest in the NLVCares Small Business Assistance Program. Please read all of the eligibility and application instructions carefully to ensure your application is successfully processed. It is anticipated that the need for business assistance will outweigh available funding, and completed applications will receive funding priority in the order they are received. Submitting an application does not guarantee funding, however the City’s mission is to help as many impacted eligible businesses as possible during this difficult and ever-changing time.

What: The NLVCares Small Business Assistance Program has been established by the North Las Vegas City Council utilizing a portion of federal CARES Act funding allocated to the City. In the first phase, a total of $3.25 million will be available to provide operational support to small businesses impacted by the COVID-19 pandemic. Future rounds may be launched based on the availability of funding. Eligible expenses include payroll, rent/mortgage, utility bills (excluding water bills), inventory, COVID supplies, cleaning and sanitation, and expenses related to retrofitting in order to comply with social distancing and other health guidelines.

Who: Small businesses based in North Las Vegas in good standing with the City that have suffered financial strain due to the COVID-19 pandemic are eligible to apply. Approved entities with 1-20 employees will receive $10,000 in funding; those approved entities with 21-40 employees will receive $15,000. In order to be eligible, a business must:

Have experienced demonstrated financial hardship due to COVID-19 and/or the resulting Stay At Home order;
Have a physical location within the North Las Vegas city limit (includes home-based businesses);
Have an active business license as of March 15, 2020 and be in good standing with the City (current on bills, no liens or judgments, etc.);
Have no more than 40 employees;
Have an annual gross revenue between $40,000 and $2.5 million;
Have not received a City of North Las Vegas Utility Assistance Program credit.

The following entities are ineligible for this program

Nonprofit organizations.
Publicly traded companies and their subsidiaries.
Business starting after March 15, 2020, not physically located within North Las Vegas, or with gross annual revenue outside of the $40,000 - $2.5 million range.

How: Eligible businesses meeting the criteria are encouraged to complete the following application to be considered for funding through the program. Please answer all questions and attach a recently filed Form 941 Employer’s Quarterly Tax Return or 2019 W-3 Form. Complete and eligible applications will be reviewed and recommended for funding on a first-come, first served basis until funding is depleted. All application information will be verified by City staff. Awarded businesses will be required to sign an agreement certifying COVID-related economic distress, detailing expenses to be covered with the award, and consenting to auditing/penalties for noncompliance with award terms and conditions.

When: The application period will remain open until all funds have been allocated. The City will not accept applications after the application window closes. All applications will be screened for eligibility based on the listed requirements and completeness of the application.
